Description: The TARE Supervisor oversees adoption recruitment
operations to ensure timely and accurate registration of children
on TARE (Texas Adoption Resource Exchange) and other adoption
exchanges in accordance with DFPS policies and standards. This
position provides supervision and guidance to the TARE Coordinator,
ensuring the timely and accurate registration of children on TARE
and other adoption exchanges in accordance with DFPS policy and
standards. The TARE Supervisor develops and implements targeted
recruitment strategies, strengthens partnerships with DFPS, SSCC
staff, and community providers, and ensures all activities reflect
trauma-informed, culturally responsive, and child-centered
practices. Through collaboration with marketing and communications
teams, this role enhances child profiles and promotional materials
to increase visibility and engagement for children awaiting
adoption. Primary Responsibilities: Supervise and support the TARE
Coordinator in managing child registrations, profile development,
and inquiry processing. Ensure timely and accurate registration of
children on TARE and other adoption exchanges in accordance with
DFPS policy. Monitor workload distribution, performance metrics,
and quality assurance standards across adoption recruitment
activities. Develop and implement recruitment strategies to
increase visibility and engagement for children awaiting adoption.
Oversee participation in statewide and national adoption
initiatives (e.g., Heart Gallery, AdoptUSKids). Collaborate with
marketing and communications teams to enhance child narratives and
promotional materials. Serve as the primary liaison with DFPS TARE
State Office and other adoption exchange platforms. Facilitate
regular meetings with DFPS, SSCC staff, and provider networks to
ensure alignment and progress on recruitment goals. Provide
guidance and training to case workers and network providers on
adoption recruitment protocols and best practices. Ensure accurate
documentation and data entry in systems including TARE, IMPACT
Legacy, IMPACT 2.0, Vista, CLASS, and the Data Warehouse. Track and
analyze recruitment metrics, inquiry outcomes, and placement trends
to inform program improvements. Conduct audits to verify compliance
with DFPS regulations and contract requirements. Develop and
deliver training for staff on TARE usage, child profile
development, and family matching processes. Promote continuous
learning and professional development in adoption recruitment
practices. Advocate for child-centered recruitment strategies that
elevate youth voice and reflect their preferences and strengths.
Ensure promotional materials are trauma-informed, culturally
sensitive, and aligned with each child’s permanency plan. Required
Qualifications: Bachelor’s degree required, preferably in social
work, human services, psychology, or related field. Minimum five
(5) years’ experience in child welfare, adoption services, or
family recruitment. Minimum two (2) years’ supervisory or program
management experience. Preferred Qualifications: Experience with
the Texas foster care and adoption system highly. Knowledge,
Skills, and Abilities: Strong understanding of the Texas
Community-Based Care (CBC) model and Stage One SSCC operations.
Expertise in adoption recruitment principles and platforms,
including TARE and national exchanges. Proficiency in case
management and data systems: TARE, IMPACT Legacy, IMPACT 2.0,
Vista, CLASS, and Data Warehouse. Excellent written and verbal
communication skills, including the ability to craft compelling
child narratives that reflect each child’s strengths, personality,
and permanency goals. Strong organizational and analytical skills
with attention to detail and compliance. Ability to lead teams,
manage multiple priorities, and collaborate across systems. Work
Conditions: Environment: Office Range of Schedule: Mon – Fri, 7:00
am to 8:00 pm Travel: Occasional - Local and Statewide (Must have
reliable personal transportation, valid Texas Driver License and
