Position Summary:

We are looking for a Business Processes Manager to work in the procurement to pay (P2P) area of UTHealth. This role provides supply chain leadership expertise in the planning, implementation, and performance of operational systems (People Soft, Procure to Pay Suites) and in business process improvement activities. All candidates need to have good end to end knowledge of the supply chain process. You must be detail oriented, analytical, and good at creating process flow diagrams. We're looking for someone who is technically savvy, able to multi-task, has a grasp of project management, and in addition possesses great people skills.
This is a transformation role, and will give an individual the opportunity to build and overhaul a supply chain organization from the ground up. UTHealth is located in the heart of the Texas Medical Center and the Procurement organization manages in excess of $280M annual expenses in goods and services. Our goal is to modernize and automate the processes and systems that we use for vendor file management, purchasing, invoicing, employee expenses, sourcing, and spend analytics. The University has recently started a competitive bidding process to select a cloud-based procure to pay suite, and this manager will work on configuring these systems to match our business processes and internal controls.
You will manage at least one employee at UTHealth, and will also lead teams as the changes are rolled out to different schools and our administration. All applicants will need to have at least 5 years of experience within supply chain, a 4-year college degree in a related field, and be able to offer insight and critical thinking skills. We're looking for a project management background as well as experience with procure to pay systems.

Position Key Accountabilities:
1. Manages, coordinates, and supervises personnel involved in the support of Procure to Pay (P2P) and supply chain systems and customer support, including administrative support for PeopleSoft ERP, and any P2P Suites, and ERP Cloud solutions. 2. Analyzes current systems and business processes, suggests improvements, and participates in the design of new business processes and systems that would encompass highly complex and/or high profile projects that cross departmental lines. 3. Identifies opportunities for business process improvement and initiates projects to make improvements with or without deploying information technology. 4. Participates in and leads business systems analysis and design, data modeling, process flow modeling, and process reengineering to provide an increase in effectiveness, accuracy and/or reduction of budget and/or resources. 5. Functions as the project manager for the business process and system changes being implemented. Develops implementation plans; oversees, and may perform cost estimating, design, project scheduling and budgeting, quality assurance, communication, procurement, and project closeout; manages the implementation of projects within budget, on-schedule, and of the highest quality; ensures that project controls, performance measurement, reporting, and product delivery objectives are met; oversees project communications and coordinates system training for staff and end users. 6. Coordinates and monitors procurement activities of institutional end user community to ensure maximized use of P2P processes and tools; maximized usage of contractual item or supplier opportunities; identify possibilities for process improvement, service enhancement and/or cost reductions. 7. Develops and maintains educational programs on the procure to pay processes, including but not limited to supplier utilization; procurement processes; procurement tools utilization and eProcurement process improvement. Coordinates with staff and institutional audience on development and dissemination of procurement educational programs related to procure to pay processes. 8. Develops and maintains collaborative relationships with Procurement Services, Administration, and Institutional staff to provide procurement support ensuring effective, results-oriented procurement outcomes. 9. Provides management of the supplier enablement/automation process, and e-procurement system (catalogs, work flow, receiving). 10. Assists in systems support and process design for procurement and payment activities involving vendor file maintenance, buy card, invoicing, and expense reimbursement. 11. Manages Human Resources activities of department in regards to: recruiting and selection, hiring and termination, training, professional development, mentoring, counseling, performance evaluations, and salary planning. 12. Performs other duties as required.
Certification/Skills:

Supply chain certification preferred.

Minimum Education:

Bachelor s degree in project management, supply chain management, leadership and planning, administration, or related field.

Minimum Experience:

Five (5) years of experience in project management, process improvement, or supply chain. Experience in business systems and process improvements that utilize electronic business solutions.

Physical Requirements:

Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.
