Job Description:
Apply for the opportunity to join our team dedicated to
preserving and protecting Texas waters. 1.0 Job Summary Plan,
direct, supervise, and evaluate activities of personnel responsible
for the operation of an activated sludge wastewater treatment plant
and the receiving station including scheduling, training, and
prioritization of operations and/or maintenance activities. 2.0
Typical Duties and Responsibilities 2.1 Supervise and direct the
personnel assigned to the Operations Department. Set training
schedules as needed. 2.2 Track attendance, approve leave requests
as appropriate, and approve time sheets. 2.3 Maintain records of
plant operation and evaluate plant performance. Research data for
trends and plant history to aid in developing new and improved
operational procedures. 2.4 Prepare various activity reports
including operations reports, plant efficiency reports, chemical
usage, dewatered sludge produced, and secondary sludge wasted;
customer billing reports; and equipment downtime reports. 2.5
Maintain tickets and verify billing for dewatered sludge
transported to landfill. 2.6 Advise and assist in the determination
of maintenance priorities. 2.7 Review applications and generate
contracts for customers at the receiving station. Maintain
contracts and insurance documentation, including review for
expiration and renewals. 2.8 Monitor state and federal regulations
and new operational techniques. 2.9 Communicate with compliance
coordinator, process engineer, maintenance supervisor, customers,
contractors, and regulatory agency personnel concerning the
operations of the plant. 2.10 Attend meetings concerning plant
operations. 2.11 Responsible for being the back-up to the
Compliance Coordinator, including barge approval and related
paperwork; general monitoring of required permit sampling;
noncompliance notifications; and other duties as required. 2.12
Authorize and verify purchase orders. 2.13 Perform other related
duties, as required. 3.0 Knowledge, Skills, and Abilities 3.1
Knowledge of the operation and maintenance of activated sludge
wastewater treatment plants. 3.2 Knowledge of the operation of the
sludge dewatering unit and the application of chemicals and
polymer. 3.3 Knowledge of the operation of the receiving station.
3.4 Knowledge of associated GCA facilities. 3.5 Knowledge of state
and federal environmental regulations governing the operations of
wastewater treatment plants. 3.6 Knowledge of management and
supervisory principles and practices. 3.7 Ability to read permit
and interpret reports, billing summaries, regulatory
correspondence, technical manuals, laboratory analysis work sheets,
computer reports, and operational technical reports. 3.8 Ability to
perform complex mathematical calculations necessary to compute
plant flows, detention times and chemical dosages. 3.9 Ability to
write reports, memoranda, schedules, procedures, and
correspondence. 3.10 Ability to operate assigned vehicle. 3.11
Ability to operate the computer and utilize various programs to
review data, generate reports, communicate, and schedule and/or
attend meetings. 3.12 Ability to communicate effectively orally (in
person and by radio and telephone) and via electronic
communication. 4.0 Environmental conditions 4.1 Work is performed
indoors and outdoors in extreme heat (100°F) and extreme cold
(32°F) with proper precautionary procedures. 4.2 Work is performed
indoors and outdoors at an industrial setting. 5.0 Education,
certification, and experience required 5.1 Postsecondary 4-year
degree or 15 years’ experience in the operation and maintenance of
wastewater treatment plants, some of which should be as a first
line supervisor or equivalent. Experience should include the use of
computers, customer billing and/or record keeping. 5.2 Valid Class
"C" Texas Driver's License. 5.3 Class "A" Wastewater certification
preferred. 6.0 Physical requirements 6.1 Ability to sit for
extended periods while performing various job functions such as
writing reports and operating computer. 6.2 Ability to stand, walk,
kneel, crouch/stoop, squat, crawl, twist upper body, and climb
stairs and ladders while inspecting plant, assisting in operations,
and providing training. 6.3 Ability to grasp with hands and
manipulate valve handles by turning, pushing, pulling and twisting.
6.4 Ability to type using computer keyboard. 6.5 Ability to safely
operate a motor vehicle. 7.0 Summary The above statements are
